
The National Data Association (NDA) has led the development of NDAChain, which has now completed its core technical infrastructure, national standards, and essential functionalities.
The system’s three-layer architecture has been finalized as follows:
- Layer 1: The core blockchain that provides data authentication and integrity.
- Layer 2: Service platforms and specialized blockchains such as NDADID and the National Data Exchange.
- Layer 3: Citizen-facing and public service applications such as NDATrace and NDAKey

By September 2025, NDAChain had achieved stable pilot operation with 12 validator nodes hosted at the National Data Center and strategic partners such as Sun Group, MISA, VNVC, and the National Barcode Center (NBC), ensuring a processing capacity of up to 1,200 transactions per second with high stability.
The system has recorded over 5 million verified transactions, averaging around 30,000 transactions per day, demonstrating its ability to operate at a national scale.
In addition, NDAChain has released an open integration API/SDK suite, enabling ministries, local governments, and enterprises to easily connect, deploy, and utilize data authentication services through this unified infrastructure.

According to Mr. Nguyen Huy, Head of Technology at the National Data Association, “Blockchain is transitioning from a transactional technology to becoming the core infrastructure of the data economy.”
With NDAChain, Vietnam not only masters the core technology but also establishes a unified authentication layer for national data, ensuring that every digital transaction - from public administration to commercial activities - is transparent and verifiable.

“From NDATrace in product traceability and NDAKey in digital identity, to specialized data systems in education, healthcare, agriculture, and logistics, all are being integrated through NDAChain,” said Mr. Huy.
“This creates an interconnected data infrastructure based on the principle of ‘verify once – use anywhere’, which forms the backbone for digital government, digital economy, and digital society.”
In late 2025 to early 2026, NDAChain will expand its validator network to include technology corporations, regional data centers, and provincial nodes—forming a multi-regional authentication network with low latency and high fault tolerance, ready for integration with sectoral and local platforms. Other provinces and cities will connect via regional node clusters through API/SDK, optimizing costs while ensuring data sovereignty and security.

One of the most crucial aspects of NDAChain is its ability to standardize and authenticate data nationwide. When every dataset, product, or certificate is verified through the same trusted infrastructure, it lays the foundation for a national digital asset ecosystem, where value is guaranteed by the trust in Vietnamese technology.
