
According to Sai Gon Giai Phong, Conviction 2026 is organized by the Ho Chi Minh City Electronic Communications Association (EIC), the Ho Chi Minh City Blockchain Association (HBA), and the Ninety Eight ecosystem, focusing on sessions about policy and the legal framework for AI, digital assets, and blockchain in the Vietnamese market (Sai Gon Giai Phong).
Speaking at the event, Deputy Prime Minister Ho Quoc Dung noted that the world is entering a new stage of development, where data becomes a key resource, AI becomes intelligent infrastructure, and blockchain opens new ways to establish, move, and verify value in the digital environment.

According to the Deputy PM, the Politburo's Resolution 57-NQ/TW identifies science, technology, and innovation as the top driver, targeting a digital economy of at least 30% of GDP by 2030 and 50% by 2045, with blockchain, AI, and digital assets as national strategic technologies.

A hot topic at the forum was how to bring the resources and legal entities of Vietnamese technology firms home. Nguyen Thanh Trung, co-founder and CEO of Sky Mavis, pointed to two major bottlenecks, the procedures for receiving foreign capital and the mechanism for valuing intellectual property, and proposed using the International Financial Center (IFC) model to shorten processing time to 2 to 4 weeks (Tuoi Tre).
On the talent side, Nguyen Phuong Linh, Superteam's representative in Vietnam, said Vietnam contributes more than 3% of the world's new blockchain developers and ranks 8th globally. In her view, the current sandbox mechanism needs a shift in management mindset.

Nguyen The Vinh, co-founder and CEO of Ninety Eight and Fanos, praised the government's identification of blockchain as a national strategic technology, while expressing hope for the pace of institutionalization and continuous support.

Following the discussions on policy and the digital asset market, Nguyen Phu Dung, General Director of PILA Group, the unit accompanying the Ministry of Public Security in building the national blockchain platform NDAChain, emphasized a decisive base layer: data. He noted that on June 23, PILA and the National Data Association successfully defended the NDAChain platform before an inter-ministerial appraisal council comprising the Ministry of Public Security, the Ministry of Science and Technology, and the Ministry of Finance (Vietnamnet).

According to Mr. Dung, the core of the digital space is data. PILA aims to form a national trust platform that serves as a base infrastructure layer so that other layers such as finance, assets, transactions, and digital economic activities are protected in a safe and transparent space. From the practical experience of building the national blockchain platform, Nguyen Phu Dung put forward three core proposals to build a trusted digital space for Vietnam.
Form a cooperation alliance: create an alliance among the state, institutes and universities, and enterprises to standardize the data governance framework and self-sovereign identity.
Shared trust infrastructure: build national trust infrastructure into shared infrastructure for finance, logistics, healthcare, and education, avoiding a situation where each unit builds its own trust island, causing fragmentation and costly integration.
Ready for cross-border interoperability: prepare interoperability to connect with the electronic identity framework and the ASEAN Digital Economy Framework Agreement, expected to be signed this November, opening a regional digital economy of more than 2,000 billion USD.

Conviction 2026 takes place as Vietnam completes its legal framework for digital technology and digital assets. The Law on Digital Technology Industry, effective January 1, 2026, established a legal framework for digital assets for the first time, while Decision 21/2026/QD-TTg continues to identify blockchain as a national strategic technology. Alongside this, the Law on Electronic Transactions is in effect and the draft Law on Electronic Identification and Authentication is being finalized, creating a basis for recording identity and transactions in the digital environment.
Within the event, the Ho Chi Minh City Electronic Communications Association and Busan Techno Park signed a memorandum of understanding and held a panel on the digital corridor between the two cities, reflecting the connection of policy, technology, and market that Conviction 2026 aims for.
