National Blockchain: A Core Platform in the National Digital Architecture Toward 2035


According to the National Digital Architecture Framework recently announced by the Ministry of Science and Technology, Vietnam will establish a National Blockchain Platform serving as a shared digital infrastructure, connecting systems from the central to local levels.


This platform is identified as a key component of the fundamental technical layer within the National Digital Architecture — ensuring that all data, transactions, and electronic certificates are authenticated and interoperable across the entire ecosystem.


The framework sets a vision toward 2035, aiming to build an open, connected, and efficiently shared national data space that supports the development of digital government, digital economy, and digital society, while safeguarding national data sovereignty and cybersecurity.


Within this vision, the group of shared foundational infrastructure platforms constitutes the core technical layer, ensuring secure, synchronized, and efficient operation of the national digital architecture.


Alongside data, identity, and cybersecurity infrastructures, the National Blockchain Platform is positioned as a shared national digital infrastructure enabling unified authentication, traceability, and data verification across all systems.


As ministries, agencies, and provinces implement their own digital architecture frameworks, the National Blockchain Platform will act as the foundational layer for interconnection, allowing all data and electronic transactions to be authenticated, interoperable, and verifiable within the national data space.

A Platform Developed and Owned by Vietnam


The NDAChain platform, developed under the leadership of the National Data Association (NDA), has completed its technical infrastructure, national standards, and core functionalities.

Its three-layer architecture has been finalized, comprising:

  • Layer 1: Core blockchain network – the foundation for data authentication and integrity;
  • Layer 2: Service and sectoral blockchain platforms – such as NDADID and the National Data Exchange;
  • Layer 3: Citizen-facing and public service applications – such as NDATrace and NDAKey.


As of September 2025, NDAChain has achieved stable pilot operation with 12 validator nodes deployed at the National Data Center and strategic partners, maintaining a throughput of 1,200 transactions per second and high system reliability.


The network has recorded over 5 million authenticated transactions, averaging around 30,000 transactions per day.


NDAChain has also released an open API/SDK suite, enabling ministries, local authorities, and enterprises to seamlessly connect, develop, and deploy data authentication applications on this unified infrastructure.


Unified Trust Layer for National Data


According to Mr. Huy Nguyen, Head of Technology at the National Data Association, with NDAChain, Vietnam not only masters core blockchain technology but also creates a unified trust layer for national data, ensuring that every digital transaction from public administration to commerce is transparent and verifiable.


The platform also implements digital mechanisms for identification, authentication, traceability, and verification, forming the foundation for applications in digital assets, open data, transparent public services, and trusted commerce.


Mr. Nguyen Phu Dung, CEO of PILA Group - one of the key partners developing NDAChain’s application layer — emphasized that the most important value of NDAChain lies in its ability to standardize and authenticate data nationwide.


“When every dataset, product, or certificate is verified through the same infrastructure, we can create a true national digital asset, where value is secured by the trust in Vietnamese technology,” he said.


Expanding Toward a Nationwide Validation Network


In the next phase, NDAChain will expand its validator network to include major technology corporations, regional data centers, and provincial nodes, forming a low-latency, fault-tolerant, multi-regional trust network ready for integration with sectoral and industry-specific platforms.


Other provinces will connect via regional validator clusters through the API/SDK, helping optimize costs while maintaining security and data sovereignty.


The integration of the National Blockchain Platform into Vietnam’s National Digital Architecture Framework affirms blockchain’s role as a strategic national infrastructure and underscores Vietnamese engineers’ ability to master and lead core technologies in the country’s digital transformation journey.
